    HRA after 400k spent to improve accountability and transparency by the government, buries rule changes suggestions under regulatory then petition forums with less than 100 hits in a week for the changes.

    Item #4 entering 3 horses in a race has only 98 hits, implemented at Lethbridge last spring, when you have 108 horses need to fill the race card.

    Item #6 claiming of horses at end of meet last 30 days to return within 30 days at meet start next, would not standup in a court. 74 hits

    HRA purse increase, let’s look at the costs using 15k to break even for year.
