ASSOCIATION OF ALBERTA
Manager/Executive Director
The Horsemen’s Benevolent and Protection Association of Alberta (HBPA), a not for profit entity representing the business interests of Thoroughbred Horsemen racing at ‘A” licensed racetracks in Alberta is seeking a Manager/Executive Director on a part time, contract basis. Northlands Park located in Edmonton and Century Downs at Balzac are classified as an “A” racetrack Facilities. The HBPA’s office is currently located in Calgary, however could be moved to Edmonton if required.
Reporting to the Board of Directors, the successful candidate will be responsible for: managing the day to day affairs of the Association, providing vision and leadership, for having common sense and business experience, for having the required technical skills, for providing sound advice and strategic guidance to the Board and for planning, organizing, and directing all facets of the operations of the HBPA of Alberta within the guidelines established by the Board.
Specific responsibilities will include:
- Preparation for and attendance of all Board meetings and recording of the minutes of such meetings.
- Supervision of the Office Administrator who is responsible for the Association’s administration and accounting function.
- Monitoring the adequacy of internal controls and the reporting on the financial condition of the Association to the Directors and members. Preparation of annual budgets, ensuring the accuracy of accounting data received from industry stakeholders, funding requirements and cash management.
- Liaises with the Association’s lawyers and oversees all legal matters incidental to the functioning of the Association.
- Develops and maintains business relationships including the negotiation and execution of Contracts with industry stakeholders.
- Prepares all necessary correspondence and communication from the Association to Members, track operators, industry partners and others.
- Ensures that the Association makes all filings as required by law in a timely fashion.
- Ensures that all policies of insurance which the Association holds are maintained and are reviewed annually for competitiveness and suitability.
Knowledge of the thoroughbred industry would be both beneficial and preferred. The role currently requires an average of 60 hours per month. To ensure a seamless transition, any training that may be required will be provided by the incumbent. The successful candidate would assume the position independently in June, 2017. Remuneration will be commensurate with experience.

HRA BUSINESS PLAN HAS CEO RESPONDING ABOUT BEING PRUDENT ABOUT PURSES????
TENILE responded within 2 hours of mucka’s email about being prudent about future purse grants when the same figure $12,318,147 for 2017/2018/2019 when their revenue totals are different. This shows a total lack of respect for the horseman and I have urged the president of the HBPA to engage in a email campaign / BROWN to voice their displeasure at the lack of a transparent accountable and keeping the industry involved.
HRA has continued to place this report in a 3 field entry of scrolling to about/document/2017-2019 business plan when it should have posted as CURRENT NEWS!!! Reviewing it by avoiding the first 36 pages of a BS and finding flat projected revenue on pg 36,thankfully Sal provided a quick link to the 50 people who care!
The projected handle of $180 million in 2016 in their 2105-2017 business was only $120 million as predicted by Mucka weeks ago, close only counts in hand grenades, sex and horse shoes, nice try Tenile close but no Clinton’s cigar.
HBPA general meeting with CENTURY reps should give the horse industry a more realistic outlook on future purse projections, and the current $100 per stall environmental fee for ASHA at the downs should be eliminated, as the profit margins shrink for racing participants and casino operator profits soar!!!
HBPA ad for partime executive director/again for a april 15 deadline, has a slim field leading the organization in the next 10 year racino contractor/ gamma ray singh rumoured short list with some wild cards are Theresa preacher, Kane(undertaker’s real brother), Darren Fish, Phil Stockman, Frank Fontana and Norval Honey.
HRA RULE 256c amendment to withhold stake race purses for 15 days is ridiculous , from the previous 72 hours for all horse races, has the cash crunch also hit the HRA. Racing rules apply for all contested horse races such as testing/infractions/appeals , something not right in this picture!!!
HRA to continue to apply LIFO accounting practices (last in, first out), since they have no cash reserves like NP, this practice also applies to Tenile/CEO with a LIFO contract tenure!!!
