All of California is telling the thoroughbred racing world what sounds good to hear for a thoroughbred racing world in turmoil. California will put the health and safety of the horses first. Talk is cheap. But when the California stewards are faced with a decision in a race they fail to take action commensurate with their duty to put the health and safety of the horses first and to ensure the health and safety of the jockeys.

The California Stewards decision in not disqualifying Keeper of the Stars for an egregious bumping session that pin-balled horses all over the track and / or not suspending Abel Cedillo for a least 15 days for a dangerous ride shows that the stewards can talk the talk, but they can’t walk the walk. Lucky for the stewards and California thoroughbred racing that veteran skilled rider Kent Desormeaux was on Holly Hundy or they could have had 4 or 5 horses go down and had a disaster of epic proportions on their hands one week before Breeders’ Cup.

Abel Cedillo may have the talent to be a superior rider, but he needs to learn the responsibilities of riding and his ride on Saturday was patently reckless. Phil doesn’t know what brand of rose coloured glasses Byron King is using to watch the replay, but Holly Hundy was not fading when Keeper of the Stars bumped into her. Either Desormeaux or Holly herself must have seen Keeper of the Stars moving over into their lane and hesitated while bracing for the contact. Cedillo should donate his entire cheque to one of the OTTB charities in California.

The CHRB should call those stewards to their office just at the pinkest moment of the Monday morning dawn and they should each be given a piece of paper that matches the colour of that moment of the Monday morning dawn.

The paper represented the United Conservative Party’s promise to keep in place city charters negotiated over years with Edmonton and Calgary. The budget announced that the charters would be revoked and funding for the two cities cut from $500-million to $455-million starting in 2023.

“I expected their word to be worth something,” Mr. Nenshi told The Globe and Mail of Mr. Kenney’s platform promise.

The new fiscal framework, which had been signed by the previous New Democratic government, had already made a significant cut. “Calgary would not return to 2017 levels of funding until 2032,“ Mr. Nenshi said. “They told Calgarians that they would honour that promise. They didn’t. They ripped it up and unilaterally put in a new fiscal framework that is significantly lower than even that.”

With that said, the Racing Commission does not have any specific regulation that directs our racetracks to dispose of horse remains in any specific manner. However, the Racing Commission desires that all equine athletes that compete on our racetracks whose racing lives have come to an end are treated in a dignified and humane manner. During the 2019 Legislative Session, the West Virginia Racing Commission was successful in getting legislation passed to give it funds to conduct necropsies on horses that die or that are euthanized on our racetracks. Going forward, as we are able to implement a plan to utilize those funds, deceased horses will be transported to qualified necropsy facilities for a necropsy. Thereafter, the facility will be responsible for the humane and respectful disposition of the remains.

  1. HRA business revenue plan in shambles for 2019

    The recent midyear Horse Racing Alberta revenue update reveals Downs slots at par, Mile slots slightly under budget. However the THREE new vlts at track on 2 should balance the books xxx using HRA’s metrics!

    Bill Andrew ASHA president did discuss informally with the finance minister that the horse industry couldn’t absorb any more cuts. What did the HBPA do?????

    A quick industry fix would be for Clark Kent to forgo the global symposium on horse racing $3300 and go to the society of American Magicians convention in Vegas so he learn to pull mega bucks out of a hat.

    Positive news is HRA is changing its logo to NDPA , NO DAMN PLAN ALBERTA with it’s embellished business plan!
