Ruling Text: On 02/04/23, following a search of Barn 9, Tack Room E at Delta Downs, the Louisiana State Police found 59 bottles of injectable medications, 352 hypodermic needles, 256 syringes, and 75 packs of Albuterol Sulfate inhalation solution; 9 syringes with clear liquid were inventoried; the syringes with clear liquid were sent to LSU-EMSL for testing; on 02/10/23, Trainer Greg Tracy was notified via telephone of the violation and was made aware of the penalties; Asst. Trainer James “Jim” Tracy was notified in person; a hearing was scheduled on 02/22/23 and continued.A stewards’ hearing was held on 03/01/23; three stewards, Asst. Trainer James “Jim” Tracy and Sgt. Dallas Brasseaux attended the hearing in person, and Trainer Greg Tracy and attorney Stacey Moak attended by telephone; Moak objected to the stewards hearing and advised his clients not to answer any of the stewards’ questions; the stewards introduced the State Police report into evidence; the stewards concluded that the contraband found in Barn 9, Tack Room E (which was assigned to Trainer Gregory Tracy and occupied by Asst.
