Topo continues to slumber in the Coachella Valley, but every now and then an event occurs in the AB thoroughbred circles that to say the least appears mind boggling thus requires a comment from the Mouse of the People.
A comment submitted to Holybull from Pierre “LaPuck” Esquriol was both interesting and curious. Topo is neutral on Pierre – you either like him or not so much. Irrespective of this, one must acknowledge that he has literally spent thousands of dollars in Alberta over the years by bringing in new stallions as well as trying to upgrade the broodmare band in the Province. Topo believes that Pierre must think that when everyone else is getting out it’s time to double down and invest more. Looks like things are starting to pay off being the leading 2023 Breeder in Alberta.
Without knowing all the facts – as per normal no official responses from either the HRA or CTHS side – and the fact that Topo’s time is better spent than digging up the details, it is assumed that in 2022 there was a Program in place where one buys mares outside the province (probably via the Sales route) and relocates them to Alberta. Buyers will be reimbursed from the Breed Improvement Fund (not from CTHS – they only issue the cheque) for a portion of the purchase. Again one assumes the mares had to be bred back to an Alberta Stallion in 2023 as the final qualification for reimbursement. Topo thinks this is a good incentive to defray the cost of bloodstock!
What appears to have happened here is that mares bought by Pierre were in all cases bred back to a stallion or stallions he owns. Probably not being as efficient with numbers, dates, and a great overall admin guy like Topo, Pierre did not send in his 2023 breeding records to the CTHS on time resulting in no incentives regardless of the fact he brought X number of mares into AB and bred back to AB stallions as required. Years ago Topo’s custodian had a disagreement with HRA and CTHS along the same lines. Back then the HBPA, HRA & CTHS managements took to heart the motto – Horsemen Helping Horsemen thus it was resolved amicably.
For what it’s worth, Topo believes that Pierre has earned his incentives and should be paid. The only caveat with respect to Topo’s thinking is that if Pierre’s application was submitted after all monies earmarked for this Program were exhausted then he is out of luck. Having said that – one can’t imagine there were that many mares purchased in 2022 where this scenario would exist.

Thx for that post, but are you aware of what the CTHS Alberta did to me in regards to the mare recruitment program??
Long story short, they denied my application due to the fact I did not submit my Report of mares Bred to TJC on time therefore they were unable to cross reference the dates bred. This is such a petty reason and to not have notified me that I should submit this in order to complete all details.
NOOO, they did nothing about it and rejected my application. After submitting a letter asking to be present and having them explain their reasoning, that was rejected too!!
Then to completely prove their incompetence, Bill Matier bred to Tap Master, again the stud that I failed to submit the RMB to TJC, he gets PAID !!!!!
Explain that?!?! They’re so corrupt and deliberately screwing me, and the public knows…
